Circle hooks don’t require you setting the hook. When the fish bites, wait a couple seconds and just start reeling. Check the regs for the type of fish you can keep. Most have regs on the length and the number of a species you can keep. An alternative to live and frozen bait you can use FishBites which is an artificial bait, which is also available in the Fishstrong store.
